Education is a shared responsibility, but governments are the primary duty bearers. To make it a shared responsibility means information sharing and transparency. The #MakeItPublic campaign by the Global Education Monitoring Report aims to encourage all countries to report back to their citizens on their progress in education.
Governments are the primary duty bearers for the right to education. Governments should thus, be transparent about progress towards their education commitments. This is the only way for citizens to hold governments to account. Yet, since 2010, only one in two countries has published a national education monitoring report. Added to this, most do not produce them often.
National education monitoring reports are a vital tool for transparency and accountability. As illustrated in the 2017/8 GEM Report. These reports should provide timely and relevant information. They should show the progress made towards national education objectives.
National monitoring reports are also an important tool for civil society and the media. They are a tool to hold governments to account.
