As the International Forum on Inclusion comes to a close in Cali UNESCO Institute for Statistics reveals that 258 million school-age children (6-17) were not in school in 2018. While the number of out-of-school children appears to have dropped from 262 million as reported last year, the fall is largely due to a methodological change in the way the indicators are calculated. Children of primary school age who are in pre-school, who were previously included in the total, are no longer counted as being out of school.  However, this does not change the overall rates of children out of school.

  • The situation of out-of-school children has not significantly improved for the last ten years.
  • More than 258 million children, adolescents and youth are out of school, which means that one-sixth of the global population is denied the right to education.
  • The children who miss out continue to be the most vulnerable.
  • Girls continue to face the greatest barriers to education. Globally, about 9 million girls of primary school age will never start school compared to 3 million boys.
